"Timing advance" is NOT a controller per se. To advance the timing, you rotate the IP (Injector Pump) counterclockwise, this in turn injects the fuel to each cylinder at the correct time. In order to do that, it requires a timing device. Search "timing an IDI.
The timing advance could also mean a small electrical solenoid inside the IP that advances the timing until the engine has warmed up to approx 120°. It is controlled by a temperature sensor that is located to the passenger side of the IP down on the top of the block.
