If fuses are OK I would first check the switches in the int panel. Take them off the panel, and gently pry the switches individually off of the base. Look for corrosion on the pins. That's been the cause of most of my problems. The switches also could be bad. If everything there looks OK get a voltmeter and start checking stuff. If the motor gets good voltage in up and down mode, it's prob the motor. If the voltage at the motor is less than 11V, it's prob a switch. Same basic idea for the locks. Beyond this, you really need a wiring diagram, the one in the Haynes is fairly accurate. Pain in the butt but the only way I know.

X2 on the voltmeter. Just get in there and see if you can get juice at the switch and motor... also check the fuses first.
