windshield wipers malfunction

I have a 1999 F-250 Super Duty Diesel. I'm having issues with my windshield wiper controls. The wipers continue to operate in a time delayed mode when the switch is turned off. So far, I've "fixed" the situation by either pulling the multi function switch arm to turn on the high beams or switching the wiper twist switch to the fast wiper mode then turning the switch to "off." These attempts don't always work the first time. When the switch is twisted to the constant fast mode the wipers will usually just operate in the constant slow mode or fast intermittent mode. Is this a switch arm issue of wiper motor control module issue?

Remove the Two screws on the underside steering wheel cover, that will expose the wires from the multi-function switch, check them for chaffing or shorting. The mf switch (wiper control) is not available, have to buy the whole arm.
