I spent less than that for my truck and I got a crane, welder, and air compressor, as well as a service body and new tires...

I put a good chunk of change in it for two years before I put it to use...but that was the schooling part...and...I was more and more impressed with how tough the truck is...the more I got familiar with it...

I would offer the guy 3500 for it...tops...you know its going to need an IP, injectors, and glow plugs as well as ripping out all of the jacked-up wiring and starting over...etc.,etc.,...
