Passenger seat belt anchor to floor problem

1993 regular cab has been in the seat cover shop for 3 weeks. The owner does good work and can't find any good employees so there's a long wait... He starts removing the stock bench seat today and calls me telling me that the passenger seat belt anchor bolt can't be removed despite soaking it. He says access from under the truck is blocked by a plate he claims is 5' long and riveted in place. He wants me to come over and look at it tomorrow. I can't picture what he's explaining so I don't know what tools to bring over. The truck does have a transfer case skid plate - not sure if that's what he's describing....
If all else fails can I cut the seat belt and deal with it later? We don't wear seat belts and keep them buckled behind us. Are there wires in this part of the belt system to detect if belts are buckled?
I can't picture any of this with the truck not being here and would appreciate suggestions...

The seat belt is bolted to a fixed thread into the floor, if it won't unthread it may be seized, but access underneath won't do any good, since there's no nut to remove.
I would say cut it for now with the intention on replacing it. Last thing I want to see is someone Supermanning out the windshield.

Thanks! A couple of questions...
There's no wires in that half of the belt system to detect whether the belt is buckled?
The bolt head is torx?

Should only be wires on the drivers side. It's a torx around a T35ish..... maybe? The riveted plate should be the heat shield for the exhaust. I'd cut the head off with a side grinder and fuss with it later.

Have you seen one of these Induction Heaters?
Did a Google search and copied this one, lots of them out there.
I bought one off E-Bay, haven`t used it yet.

I actually bought mine, as I have a set of new cab Mounts from
S&B to install.
Being a 39 yr old truck, figured the bolts would difficult to remove.
Especially the front one`s on the Core Support.

.........Longer I wonder @Old Goat on this A M A Z O N Thingie you found (BTW I Don't want to be anybody's associate) ...............Well anyway I wonder what if I just hook up my AC/DC Welder to that rusty seatbelt bolt, rusty lugnuts, rusty tailgate hinge bolts, rusty door latch bolts, or maybe ALL those other rusty bolts that's out there all over BESSIE.................Hook it up late in the day, CALL IT A DAY, go on into the house, eat supper, watch a little Gunsmoke, then go to bed!!!!!

Then tomorrow morning I can go back out to the shop & check all the HOT RUSTY stuff that's been "cooking" all night!!!!!!
