How would one cause an engine to operate in that mode normally? I know the engine is running out of fuel, but what causes the sudden burst of power?

Ya don't.
The lack of fuel delivered to the IP causes the timing to go whacky and gives ya that little spurt of turbo boost.
Advancing the timing that far will eat up the glow plugs.

sure is fun for a little, you just have to time the switch with the traffic lights then.

as said it's a change in the timing - advancing the timing that far forward on a consitant basis will be very ******* things.
