Yours was installed incorrectly. The ball and spring is designed to purge air, but also work as a pressure regulator of sorts to protect the ip. Unlike a proper regulator the fitting can only bypass so much volume because of the size of the orifice, so dont expect it to be a replacement for a holley 12-803bp or the like.

And with the slightest leak anywhere in the filter or head, it would be draining the fuel out of the filter and head, down the return lines, over night.

Exactly. Hence plugging the line or filter head when that becomes a problem.
