Proper pushrod length?

Since I have to pull the heads I figure I might as well replace everything while I'm in there. For pushrods I can only find Melling available to purchase unless I want to spend $16.50 per pushrod for Elgin's on Ebay. Elgin pushrods are listed as 10.013 and Melling at 9.989--I know we're only at .024 difference but is that enough to make a performance difference or other? Elgin part number PR-608 and Melling MPR-370.
I don't think the pushrods in the engine now are bad but I figured if I'm in that deep I might as well go for new lifters and pushrods as well.

Are yours damaged? I'd reuse them..
I have a spare used one floating around I could measure, but I don't have a mic that large, so it would be with a tape measure

Push rod length certainly can make a difference. If you use ones that are too long, that can cause your valves to open too far and hit the pistons. If you're going to have the heads surfaced, just be aware of that fact. You will want to check valve clearances before trying to run the engine.

Not damaged but I generally figure "while I'm in there" I might as well replace any other items that are a PITA to get to. If reusing is it important to put them back in the same spot? Do the lifters and pushrods wear together?

As long as pushrod length puts the lifter plunger within its ideal(ish) preload, pushrod length has no effect on anything

I replaced mine year ago last Aug. with Elgin, think they were like $75,
also replaced the Hyd Lifters, as I was replacing Injectors and IP.

You mentioned Hydraulic Valve Lifters.
They are the same for 83 6.9, all the way up (I think) to the 6.7 Diesels.
Some GM cars used them also.
I got mine off E-Bay from a Ford Dealer back east for a good price, and
free shipping. They are all Roller lifters.
