Exactly what 94 said. You can't save the environment by burning more fuel or reducing the lifespan of a resource intensive machine to reduce emmision's. It's a little thing called entropy. If you want to reduce nox - redesign the engine with a different coolant system or Evans... If you want to condense crap out of the exhaust make a condensor in the exhaust not the motor. If you want to save the environment, make the engine as efficient and long lasting as is reasonably possible. They're steam engines in continuous operation for 150 years out there. If a modern engine is designed to last 10 years (or 5 warranty wise) do you think you saved the environment by making 15 or 30 engines? Someday I'll find a cheap 60s or 70s 2 or 3 ton boat, slap a mega squirt on it and rattle can my highway mpg on the side of it. I bet some of those old cars could get 30+ mpg with efi and no EPA... You can not save energy by skimming 10, 20, or 30% off the top to reduce particulates, killing the motor early at the same time. I may be an outlier: my county has 7000 square miles and less than 10k people. The individual auto out here is necessary, although a golf cart is good enough for town, but making autoa necessity in a high density population area is the fault of the community not the auto....

I still remember back to Californias first ill fated attemps to reduce Nox on older vehicles that were not equipped with emissions equipment. They put up these state testing stations and manned them with utter fools, and decided that since most folks never tune their cars, they were going to shoot for the lowest common denominator and set specs for a untuned engine , so to get a car to pass, you literally had to make it run like crap, you had to retard the timing way back and set the carbs so rich it would barely run, then it would pass with flying colours, so folks would go through twice, fail both times, then have to go to a show where they would de tune it to pass, then go back tothe shop and get it reset to run or they would have a car that got 4-6 mpg less and overheated I used to make a fortune sitting in line at those inspection stations I get to talking to folks anf find one that flunked and I'd make them a deal for 10 bucks I'd get them to pass, quick twist of teh distributor and richen up the carb and boom, pass no problem , then meet them on the other side and put it back, then I'd tell them to take the money they saved and get a real tune up. That right there would make them run cleaner than anything, but the law was created for those who never got tune ups ( this is what drove the modern fuel injection/ computer controlled ignition vehicles that go 70-120k and longer on a set of spark plugs developement, they knew the only way to keep cars in tune was to make sure that they stayed in tune for the time the average person owns one till they trade it in )
Sure there used to be cars with carbureters that were heavier that got better gas mileage , but they knew if they left anything even remotely adjustable that somebody would screw it up, so they picked a magic fuel to air ration number at 14:1 and thats where everything is going to burn, because the o2 sensors arent smart enough to detect wider varriances. this leaves cars runing basically richer than they need be ( i.e. burning more fuel , what do you think the cat is for, it completes the burn of unburned gasses in the exhaust pipe, if an engine is operating at volumetric efficiency, the burn is completed at the end of the power stroke A carburetor with staged fuel delivery and a steady foot will get better mileage and reduced emissions, but , they simply cant count on the average person driving sanely, because most folks stomp it at every light

Actually right now, the EPA is not totally the bad guys. If they had had their way, right now, the fuel we would be burning would be the same diesel as the european and world spec and we would be enjoying the import of dozens of super high mileage diesels from all over teh world that we just cant get right now because they are not compatible with the current stuff , Instead a certain last president of ours used that big hurricane as a cover to change things for a number of special intrests he was connected to in the oil industry and changed everything at the last minute, and now we are stuck with this fuel that is different than everyone elses and not 100% compatible
Take a look at what the car manufacturers are selling around teh world that we cant get and it will make you ill
45-50+ mpg large comfortable diesel cars are all over teh place, ( even little 100mpg diesels are available) Vans that get 50+ mpg, Many of them made by ford, gm and chrysler, and guess what, in many european countries, you actually get a TAX CREDIT when you register a new or late model diesel because they put out LESS emissions than an equivilant gas burner,, heck, most of teh German highway patrol vehicles are diesel BMWs ( and dont think you could outrun one ) Biodiesel is available at pumps all over europe, but the thinking in this country is still that diesels are dirty and noisy

THATS easier said than done. Ever take a good look at your countries immgration requirements? the message is quite clear, show up with a boatload of cash, or dont bother showing up. Heck, My Grandfather and Mother were born there and I still couldnt move there without a boatload of cash ( they seem to make exceptions for those from 3rd world countries , quite a few loopholes )
