The default position if you lose vacuum is the defrost position. You say the air is strong out of the defrost. When the vents lose flow does the defrost seem to increase?

No. I have to switch off norm ac and back to keep heat out the vents.

It almost seems you have 2 different problems.
1. The air flow is not directed by the switch.
2. The heat does not follow the air flow.

I think I would try to figure out the air flow first.
