Cooling Fan cycle

99 F250 7.3 PSD, 4r100 trans pulling 4900 lb travel trailer. Have overdrive locked out, running 2800 rpm at 70 mph on interstate. periodically sounds like a fan winding up and at that rpm, gets pretty loud, but bothersome part is that it kicks in and out about every second or so. Constant in and out and each time it kicks in, you can feel a pull on the engine. Will eventually stop after a couple of minutes or if you turn the ac off but will come back again after 4 or 5 minutes. Any thoughts or suggestions? Thanks

It should kick on, but could be getting weak.

It's your cooling fan and it's going to do that. Also have the A/C on and pulling in overdrive will effect how often it comes on and off.
