Bolt in Block

we have reason to believe that the bolt that holds the fuel return line to the head fell down in the block by the lifters, "through the push rod hole"
we tried to magnet it out and fish for it but cant feel it, my question is can it get to the cam from there or can it fall to the pan?

its on a 96' 12v
