As said a power stering pulley tool will work but if you have no need for the tool afterwards than just go to Napa pr some other parts store where they can remove the old pulley and install the pulley on the new vacuum pump.

Also most places have a free loan-a-tool program. I know autozone here loans the PS puller.

The V-belt and Serpentine vacuum pumps have different size shafts, if you have to switch pulley's make sure you get the right pump.

Is the vacuum pump diaphram bad? Or is the bearings/cam bad?

I took the vacuum pod off my new pump, and reinstalled it on my old mount/beaing assy. No puller needed.

Of course, youre reusing old stuff, but its really easy to tell if that bearing is bad.

When I replaced mine, I trashed the old pulley, and turned out only Ford carried the pulley.
