New Fuel Tank Problems

Pulled my bed to put my new 38 gallon tank in and thought I was done but my electric pump is running but not getting fuel. It got too dark to try a 5 gallon can. The fuel valve has been stuck on the rear for a couple of years. Tomorrow I'll try a couple of things then just run a rubber line all the way. Any suggestions as to why it might not be getting fuel? I let it run about 5 minutes or so.

Look up oldbulls fsv tech 101.
Try low pressure into the tank to prime the epump.
