1984 6.9 with a 4 speed manual

That I can't be sure of. But I would be willing to bet that you are on to something . I don't have a tachometer to determine the exact rpms . It feels like another 1000 rpms would put it where it needs to be. I'm headed to the barn to work on it right now. Thank youCould it be it was an IH or U-Haul spec pump? Those were governed to 26-2800 rpm, where the Ford spec pumps were in the 36-3800 range.
OK thanksYes, what rpm are you defueling at? Don’t touch anything under the top cover, that’s for big adjustments, if you read the tuning guide you will see what I said about using the guide stud adjustment to make fine adjustments to the governed rpm.
Keep in mind that if you bought a disassembled pump there’s likely a reason it was taken apart in the first place.
2800 rpms governor and this pump has the smaller plunger size that wasn’t used in the 7.3 IDIs, it’s either a 83-85 6.9 pump or a pump off a 6.2 Detroit.
You can bring the governor up but you still have the smaller plunger size, if you can get another used pump id just use this as a spare, you want a pump that starts with db2831 as the model number, calibration code 50xx and up will have the improved head and rotor, with the torque screw adjustment.
