Does the FICM need to be flashed before it goes bad or is it to late after it is determined defective?

I would believe it would be to late. How was it determined that it was bad? What was the truck doing before it failed? More information about the problem please......

Have they looked at the glow plug relay? The FICM controls the injectors. The glow plug controller is activated by the PCM to run the glow plugs. I woud say the glow plug system needs to be checked. If it will start and run correctly when it is plugged in and the block is warmed I would say the FICM is working. Once you get it started will it run and drive correctly? A no start cold and will start plugged in says glow plugs not working to me. Also, please goto the top of the page and goto the User CP and fill in you signature with the details of your truck so we can help you better with your questions.
