Could a programmer

There has been a lot of talk about egr's and them making your engine dirty, blah, blah,blah...

Instead of removing, disabling, or such... Could a programmer turn it off and not allow it to open?

I know, its a federal offense.. I just want to know if it is posible to shut it off... And if so, would that be as good as pulling the plug on it?

Why not just unplug it? I did for over 50K miles and nobody gave a flip especially myself.
