Just got my California renewal sticker for next year. A 1994 Ford E350 van. 7.3L, N/A IDI. They did not include anything beside the normal papers.

It does not look like this applies to us little guys with the smaller old diesels. I think IDIBronco above nailed it...this is for the big stuff. Uhhh when was those two cycle diesels discontinued...think that is what they are after?

Hi, I just scored a 93 F SUPER DUTY CHEAP FOR THIS VERY REASON The guy I got it from could not registered. It was non-compliant because of the weight. the GVW IS 15,000lbs
Now in some counties it's not a problem. So I think if you are 14,000 or less no problem,
but go over, your done!
Also if you have a truck over 14,000 and older than 2010 your done.
It's all about weight and year.

Texas does not care one whit what about these older vehicles....just have a muffler installed and youre good to go on these oilburners!
