Brakes and Vacuum

I recently bought a 1993 F250 with a IDI Turbo Diesel. It needed some work on the Brakes and fuel leaks.

All the brakes, rotors, drums, calipers, booster, master and wheel cylinders have been changed. Fuel leaks fixed.

I can tell I have vacuum, but the truck doesn't stop well. Hard pedal, but not much assist.

I've checked the vacuum and after about 30 seconds it will read up to about 17Hg until you apply brake pressure and it drops to 4Hg and stays there.

I just want to verify, do I need a new pump?

An update. I received the new Vacuum Pump today, installed it and now I have GOOD Brakes!

I can attest to that. My pump was dodgy when I got the truck, but still it worked. Suddenly one day it it wasn't working. I was in a fairly small city but with several auto parts stores not very far away, a few miles. I was able to carefully drive there, using both feet on the pedal to stop (it would aid about 10% of the time) and keeping as much distance from everyone as possible. I had to buy a Napa pulley remover tool set because of the concave pulley. The free rental at OReilly didn't fit. $75 for the tool set was still cheaper than a mechanic. It's super easy to do with only a few hand tools.
