The turbocharger will really wake this engine up.
But, also as mentioned, get a pyrometer gauge installed!! Getting the exhaust gas temperature too high is a sure-fire way to kill any diesel engine, and messing with the fuel greatly enhances the chances of this happening.
If $$ is an issue, as mentioned, freeing up the exhaust and the intake will make the engine happy. Diesels are happiest with no backpressure whatsoever, so if legalities allow it, make the muffler disappear

A ram-air setup (something like
this, for example) would also be beneficial. Changes to the exhaust and intake don't require a pyro to be added (although I for one would recommend it on even a bone-stock truck, just to be safe), since you aren't asking the engine to work any harder...
