Would water not get into this plug if it got onto the valley pan? Is my smooth brain currently overthinking this?

X2, that is the VP Drain Plug. any liquids in the pan drain through this hole and down the back side of the Engine.

As old as these trucks are, most are probably plugged up with debris. At least what I have seen in PNP.

I think that drains out the back of the engine.

Hi in the Cascades, Nearly- Redmond,Oregon
As @Old Goat said above it drains back behind the block top in that little valley between block & Tranny where oil pressure sending unit is mounted, then drains on down & away.
I occasionally take my long air blow nozzle I made & stick it back in there & into that drain plug you asking about & give it a good blow. Keeps it open to drain.
