Pull the fuel screw cover off and turn the engine over, if the rotor moves then the pump is not seized and the shaft is intact. Next pull the nose cone lock between the two top injection lines off and turn the engine over, there should be high pressure coming from this port if your transfer pump assembly is working. If that checks out, then pull the top cover and check for contamination and metering valve stickage.
