Cylinder rod must be facing the floor while cycling to fully fill with fluid. Second person must be watching brake cylinder until all bubbles stop. Pumping pattern for me was 2 seconds in, 2 seconds hold, 2 seconds out. Took around 15 times

Go until cycling the rod will become too hard to push in any farther. Have a second person barely crack the bleed screw while you re-attach the plastic keeper.
