Throttle Sticking

With the engine off, when I press the throttle pedal to the floor and gently release, it sticks in the half-depressed position.

When I move the pedal to the top position with my hand, the throttle cable does not move with the pedal and stays in the stuck position.

So it appears a problem in the engine compartment is causing the cable to stick.

Any ideas what the problem might be?

This is probabaly the fast idle solenoid holding the throttle in a "high idle" position. This shuts off by itself as the engine reaches a certain temp. But, the key has to be ON for this to be energized....is your key on when this happens?

Since the ignition is off that rules out the cold idle advance solenoid.
What you need to check is the red outer plastic sleeve at the throttle cable connection at the IP. More that likely the plastic is beginning to break off and will cause the throttle to hang up. A bad situation if you're tooling down the roads.
Two ways to fix it would be to replace the throttle cable(recommended) or snip the broken plastic off right up to the spring seat on the outer red plastic sheath. This will buy you some time.

Also check and make sure you have a throttle return spring on the IP. I've timed trucks and had to inform guys "Hey your missing your springs!" and they are like "what springs?" There are two identical springs that are doubled up that go from the bottom of the high idle solenoid bracket to the ball neck on the throttle arm. Make sure you have that. These guys who's trucks didn't have them, that that only the spring on the throttle cable did that job. Funny thing with them is when you put some springs on then they are like "damn... my throttle pedal is really stiff now."
