If there is no belt on the pump, how should the pulley feel?
Mine runs with a little resistance in one direction, and with almost 3x more resistance in the other direction, is that normal?

That seems correct. You are pushing against hydrololic pressure.

I was helping my boys crank up the log splitter on a cold morning a week ago and it was miserable trying to fight against the hydrololic pump and get a single cylinder engine to make a spark and momentum. I pulled the spark plug and heated it up with a plumbing torch and that did it.
