Ip wiring issues

I need your guys help here, fuel shut off high idle etc was working perfectly until it wasn’t, had to run a wire to the fss to the battery
Swapped with a known hood harness to no avail, then started checking fusible links one was Burnt replaced that, but that was the only one I saw for the harness,

Is what I have circled in red supposed to be 12v key on? Or?

Sometimes it’s the little things, there are 2 wires that go to that pin on the connector I just had one hooked up
