After 3 years, you can pretty well bet that there are critters in the tanks. You need to run a dedicated fuel biocide through there with fresh fuel as those critters have already set up camp on the tank walls so even draining isn;'t going to get all of it and those things will continue to give you headaches with clogging filters or worse if you don't. Get a good biocide like Kill-em and have extra filters on hand as when the critters die, they will come loose in the fuel and find their way to the filter. This place has a great price on the stuff. My pump shop gets about twice that much for a jug of it.
