Fuel filter drain ?

Going to change my fuel filter & went to drain but no fuel / water would drain, It sounded like a little air hissing somewhere about the filter is this normal ? also I am getting rid of the H20 separator bowl and installing a NAPA 3617 and am in need of the water sensor O ring, Is this a dealer part or is it a standard size O ring ?
& last question If I'm going to pre-fill the filter what holes do I fill, small outter ones ?

fill the outer.

no oil out the bottom? push the shrader valve

do those napa ones have the drain and the sensor? i've got a leaky drain and that might be a cheaper/better way to fix it.

Yes that is the one I'm going to install, I am also having leaks with my water drain separator, Comes with the drain but ya have to use your old water sensor, & they are cheaper then OEM style ?
