Found a dyno sheet

So I was looking through my records of my IDI. I am the third owner, and the previous 2 owners kept great records. I found a dyno sheet that shows 280-290 ft/lbs of torque at 3200 rpm. No horsepower listed.

Should I assume this is at the wheels being this is a banks turbo truck? Or is it flywheel and my truck is that low on power? Or is it the dyno test sheet from the reman company. This sheet is from Franklin Power Products and was in 2004 when the motor was replaced....so is this the dyno sheet that the reman company would have sent with motor?

Hey, 280-290 lbs-ft at 3200 is really good considering peak torque is at 1400 and the torque curve drops pretty quick after about 2000 rpm.
