Factory Garrett turbo rubber gasket seal

Hi everyone, I just received my new CHRA setup to rebuild my factory turbo on my 6.9 IDI. The new part came with a rubber gasket/ O ring that seems to fit the compressor indent for fitting. Just seeing if it is needed or if all theses turbos come with it. Also, if I use a braided oil feed line should I use a restricted oil feed fitting? Thanks!

The gasket is fitted around the indent at the moment.

Is this turbo from a '93/94??

Yes it is, it's assembled now and everything is fit. Thanks for the confirmation. And yes this is a 93/94 turbo. Garrett with .70 compressor housing.
