1986 F-250 6.9 C6 auto Kickdown Mechanism

Finally got my 1986 F-250 going. Jumped in it and took it for a ride. Got it up to 30, no problem. BUT happened to realize a linkage hanging down on to drivers side of the tranny. Didn't try going over 30, it FELT like it was shifting, but i'm not sure! So what's the deal with this linkage?

The tranny will shift with out the kick down rod attached. You can drive it without the rod.

When you need to pass or you are climbing a steep hill. You will have to manually down shift the tranny.
