03 E450 low power

My 03 E-450 has starting to have low power on any hill. It starts and runs fine with no smoke (very smooth idle), empty it has no problems from stop to 2700 rpm. Loaded (~3000lbs) it can barely maintain 50 on a very low slope. RPM stays at approx 2200, there is a bit of black smoke, no unusual noise, just no power.

I had the glow plugs replaced in the winter, mechanic said it has low compression but did not have actual #s.

My guess is low turbo boost, is there any (easy) way to check with OBDII ?

My old IDI non-turbo can easily outrun it now, it has 311k, would it be worth a shot to try an eBay rebuilt turbo?

yes..
OBD-II will give you a boost value (taking into consideration of course, the MAP sensor is known good one)
