that was my pax side mount. replaced a year or 2 ago... the stealership had the part available in 2 days, for less than $40 if i remember correctly. for that cheap, i'd go new.
and under no circumstances would i attempt to weld it.

Eric, i think that last pic is looking down with the cowl removed.
i don't know if you need new cables, but what we're saying is make sure that they are good shape... straight, clean (new?) ends. no fraying. no corrosion in the strands. a new positive cable can be purchased (my choice - or some have made their own. you decide if your's is 'in order' or in need...
sounds like you have glow plugs problems to me.
with a properly operating charging system & a good starter, these old girls will fire of in sub 0 temps on one cycle without the aid of the block heater.
(might not sound real happy about it for a few minutes, though)

just make sure the batteries are no longer connected to each other when you have them tested (or when you charge them)... it'll give false readings if not.
be sure to lean the terminals on the pax fender starter relay, too.
a little dielectric grease on all connections wouldn't hurt anything...

click on my 'garage' over at the left... there's a pic of my setup.
i used the same 4" roof vent that Okie is modeling for us, then 'massaged' it into an oblong opening, riveted it to th e90* elbow & a HD 4" flex dryer duct & then just wedged it in place where you see it.
works well...

unfortunately, she was a simple vinyl floored 'Custom' trim package, so i don't have cruise. We even talked about that, but that darn Nextel connection is a nightmare ;Really & i'm not sure that either of us are positive about the rumoured bad effects of switching to all LED's...
