California trucks?

I recall mention here somewhere (I think) that California is going to have a draconian situation where diesels prior to some certain year/ technology either cannot be registered at all, or else the costs become prohibitive-- such that older trucks may become attractively priced for out of state buyers.

A friend of mine here in VT would like to find an old/ simple/ clean diesel pickup in the 3/4 - 1 ton range, and he'd be up for a trip out and a drive back-- so I was trying to remember the details on the above to help him look into it.

Any leads, links, etc., appreciated-- or tell me if this was some figment of my imagination.

Right now they are talking about forcing all vehicles made after 1998 to pass a diesel smog test. So far, I haven't heard about anything regarding older diesels, but leave it to California to come up with something like what you're describing.

IIRC, the new law regarding diesels in California were only for the higher GVWR trucks north of 14K. AFAIK, older 3/4 and 1 ton pickups haven't been affected (yet).

The CA BAR(bureau of Automotive Repair) says that as of 1-1-10 were are required to smog diesels 1998 and newer under 14,000 GVWR.

The test involves and OBDII test as well as a functional/visual inspection, and a BAR Snap Throttle test. The test is basically I would "snap" the throttle till just below the redline and the instant my foot lifts off the throttle I start counting 3-2-1. and if there is any smoke with in a 5-15' range from the pipe its a fail.

There are also restrcitions with what kind of gauges you can have or WVO/VO systems blah blah blah. In some applications a Boost or Pyro is fine, but if they run to an Aftermarket PCM/Tuner it fails. Also any Intakes, Turbos, Injectors, Exhaust parts etc are required to have a CARB(CA Air Resource Board) EO(Executive Order) number saying that that part is CA legal.

Hope this helps, I just finished my Diesel Training for work(I work at a State referee smogging cars) I think its stupid but what can you do. If the state says it I have to follow it.

Do it, you won't regret it! I left that trash hole of a state about 27 years ago and haven't looked back.
Their smog testing things have always been the peak of stupidity. I remember the early test stations. When I used to have to go get vehicles tested, i would make a fortune while waiting in line. People who had failed and were attempting to go through for a retest to see if they would luck out, I would charge them $10 to make their cars pass. All I had to do was richen up the carb mixture screws till they were smoking and then retard the distributer till they were barely running and they would pass every time :rotflmao , then I'd meet them on the other side and set them back to where they ran right( usually better than when they started ) The stupid test was actually setup to test at a point where it had to run bad to pass, when set properly they would put out less emissions in real world driving, The whole fiasco was just a giant waste of time and money.

Just like their current snap tests for the diesels. Who on earth sits in neutral and floors their diesel to red line? Yeah, that's really giving a real world picture of the vehicles emission output cookoo

I'm loving Texas, I can relate to people soooooo much easier out here.

Just wait until they tell everyone they have to retrofit a DPF onto there truck cookoo

I think all of the other states that test diesels use a dyno type test, CA is the only one doing snap testing. I'm sure the snap test is just a hold-over from the heavy truck rule that's been in effect since 91, but I can't believe this new testing is NOT using an opacity meter like the big truck testcookoo The state left it up to the smog tech's discretion or mood to decide pass or fail, complete idiocy-cuss

Yeah, no snap test here. I had my truck tested two months ago and I told the guy at the smog place that it smoked a little, he told me he would make it pass.
Once he had the truck tied down on the dyno, he ran the throttle up real slow, so the truck wouldnt smoke and probably didnt run the rpm up as high as he should have.
I slipped him an extra 20 bucks on top of the $43.00 for the test.
