I am not getting power to the sol on the fender from the start wire. I checked all the fuses and they are fine. All the lights in the dash go out like they should when the key is turned to crank. 
Where does the starter solenoid get power from?

The ignition switch is the interupture link. It has a run section and a start section in it. They both need power for the engine to start but at diffeaant times during the start sequence. When the key is turned all the way to the starter position there is no power going to anything else electrical. Then when it actually starts and you let the key return to the run position there is power to all electrical parts. Now the fender solenoid gets power from the battery. You can try pumping the fender solenoid to see if power is reaching it. If the engine cranks when this is pumped then my guess is the ignition switch may need to be adjusted or replaced..

Thanks Gary, it works when I jump the terminals and solenoid is new. I was suspecting I would be going under the dash but was hoping there was an easier way.

It has to go from the ignition switch and then through the nss before going to the sol on the fender.

Hate to think of someone trying to get to the ignition switch from the steering wheel down like I did the first time so just in case you don't know you dont' have to do anything to the actuator, just drop the column and the switch is down over your feet on top of the steering column shaft. To small bolts and unplug it. They are cheap at the AP stores.
