Looks like inner firewall ( engine bay) at heater core,,,,,
Air seal at ac box???
Open cell black is often an air gap filler, or sound deadner???

I think that keeps the hot stinky air from under the hood from being sucked into the HVAC system through the cowl vent. The cowl trim/grille piece is open to the underhood area in that part of the cowl trim correct?

Think you may be right. I guarantee it's not doing a great job right now. There is some on the other side too though. I thought it was to keep crap from going down the door post the way stuff does anyway.

Laser I put some stick on crap from the home store under my wiper panel to try and replace that. My thought was to keep the engine compartment heat and crap out of the heater core. IDK if it worked or not I noticed on my drivers side some of it appears to have broken loose.
