Sticky Throttle Shaft?

Aside from my new, no charge issue after replacing the clutch (turns out the alternator died at that exact time), I've noticed that this new to me IP has a sticky throttle. Like, there's more resistance to turn the throttle shaft on the IP than the one in the crew cab. There's currently no throttle return spring on it, other than the one on the cable, but I noticed that it was significantly slower to return after my clutch replacement. That's via the pedal AND grabbing the throttle on the IP from under hood.

Has anyone experienced this? Symptom of a gummy or worn IP?
