Around the 50-60 range. It should read your idle speed to full speed on the tach to shift the trans correctly. The only time the tach should read 0 rpms is when the truck is off.

The sensor costs about $80, part # E5TZ-17B384-A TACH SENSOR ASY ALL YEARS
and while the tach may work at higher revs, it may still be giving the module erratic readings. And make sure that when your guy set the TPS voltage it was with the engine warm and the fast idle solenoid OFF.

Your tach is acting up, won't give the PCM a correct signal. An E4OD needs 3 signals to operate correctly, the Tach, VSS and TCP voltage. plus hydraulic internal pressure. Your mechanic either don't know much about an E4OD or don't know how to troubleshoot them. Give him the list of questions I presented. Remove the tach sensor and clean it if it has any metal shavings on it, if a lot of shavings it may be still good, check the connector for corrosion, or replace it.
