A scan tool doesn't do any good on the older Fords, even the OBDII. It will give you codes, but won't give you any real-time values from the computer. Most mechanics hate working on Fords for this reason. The only way is with a break-out box. I think later on you could finally read some real-time streaming data from the Fords, but not sure what year that started.

I know you can starting with the 94.5 powerstroke. Just takes the right equipment to do it
