Manually suppling 12v to horns they work
Cigarettes lighter works while fuse isn’t blown
Swapped relay with a china orilley s ones didn’t look exactly correct but pins where correct to no evail
Any one has this problem before or can point me in the right direction

Well fuses popping means short to ground, if I was guessing, I'd say probably somewhere in the steering wheel brush assembly.

The little brass spring loaded pins that push against the bottom of the steering wheel.

The ones on the turn signal switch?
It is part of that assembly, I've had it where the plastic guides break, so the spring loaded pins just go sideways and arc out on whatever they touch. Pull the steering wheel and give it a look over.

It shouldn't be in the steering column. If that wire is shorted the horn won't shut off. That wire only supplies ground to the relay.. The short will be somewhere between the relay and the horns.

So without the relay in still pops
That means horn pad or speed control box correct?
Also shouldn’t I be able to jump the relay and have it work? Because I got nothing

With the horn relay disconnected it still pops the fuse? Shouldn't be possible, since power goes from fuse to relay, then relay to horn switch. Unless someone did some backwards wiring job.... Also, jumping the relay should make the horn go off, if there's a good fuse in it. You would jump the Y/LB to Y/LG
