There isn't that much it could be...

bulb, relay, or bad connection

Try checking voltage to the wire right at the headlight with it plugged and unplugged, if there is no drop with the bulb plugged in I'm pretty sure it would be the bulb. If you are not getting full voltage in the first place it has to be before the bulb, could also be a bad ground. My dad always told me to clean all the connections before checking anything, thats paid off time and time again...

You may have the ground and the high beam wires switched up at the bulb. That would cause your low beam to be really dim, don't ask how I found that out :)

yes go to LMC truck and order the headlight relay. I drove around for a month with my brights on and did not get one "courtesy flash" from my fellow drivers. It costs like 40 bucks and it could not be easier to install. 10 minutes at the most.

its just the right side on high or low its still dimer than the left side. i checked the voltage on both sides and high and low and it was 12.16. i also put in brand new silverstars because i thought it was just that bulb.

Have you got it grounded on the passenger side? THis is frfesh in my head since I just swapped a fender today on the passenger side and the fancy headlight setup had an extra ground attached to the fender

You can't check the voltage without a load on it, like turn the light's on then check. A poor connection without a load will still give you 12VDC
