I just replaced all my plugs and relay. How many volts should be on the plugs when initially turning on key? How many while the engine is running?

~9 at full draw with relay on, zero volts while running.

If you are checking voltage at the plugs, with all the plugs connected, voltage will be pretty low initially. Seems like i remember seeing about 9v.
Yes, they draw A LOT of current. If you are using all stock wiring, you will not see 12v out there when the plugs are on, something less. If you truck has a voltmeter in the dash, watch it when they cycle on, you will see the needle on the gauge really drop.
