FSV (again!)

Fellas,

New OEM Ford FSV just installed. Not switching. Test light giving a faint light on the yellow/white connector pin (fuel gauge reading). Any idea why there's no juice from the other connector wires?

This is a diagram for a 1986 diesel. Fuse 15, 10 amp ok?
