What the fuction of the anti depression valve and is it a must on the engine?

The CDR is supposed to vent the crankcase and recirculate any oil vapor back into the engine. You can ditch it and use a RDT (road draft tube). There are tons of posts about the RDT, just search this forum. But, if you got the RDT route, be prepaired for the "Hey buddy, I think your truck is on fire" comments at stop lights.
