custom fuel tank

Building a fuel tank for in the bed it will be like an L shipped transfer tank my question is should I put the return line in the sump beside the feed line or put it up high on the tank also my friend building it builds tanks for a living so it will be leak tested and built with stainless and welded with stainless rods

I would put it up high so if there is ever a leak on the return side you don't end up draining your tank.
