Air bag code 4 6

Does anyone know what this air bag code is (4 6)? Could it be from P/O cutting the seat belt warning wires? Any help would be great. Thank you. Truck is a 2001 F-350 extended cab.

i would have to say that would be a possibility.but without my scanner or code book here i cant be certain.reconnect the wires and see what happens.
