97 e350 triton v8 starting problem

I thought it was the relay but after I got a new one it wil not start unless I short the two bolts on the fender relay, I thought it was the starter but it does not click. I will rebuild the starter and see if that fixes it but maybe someone here has a better idea.

Have you tried the solenoid? Just a suggestion, I know on my '67 ford truck I once had. I had problems starting it, and it turned out to be the solenoid...

Well I'm going to rebuild the starter so yes it comes with a solenoid for it. The fender relay is not. What bothers Me is, it wont click, but some times do crank.
