Here is it's supposed location under the hood. It should be a blue rubber thing in the wiring.

Thanks for the info franklin2, just yesterday I was cleaning and inspecting the connector that feeds the glow plugs and other wiring on top of the engine and I noticed two larger blue wires that were sticking out of the loom and now I'm fairly certain those must be the two fusible links.

P.S. You can see the fusible link in the diagram above, to the left of the "engine connector". It's a 20 gauge fusible link.
Yep that was exactly it. That fusible link was broken. I replaced it with a inline fuse and the truck fired right up. Thank you so much for your help.
