Crank no start

I’ve got a 7.3 Idi that I cannot get to start for the life of me. 2 fully charged 1000CCA batteries, new filters, glow plugs work, no air bubbles out of the filter schrader valve and no matter what it will not go. If I spray starter fluid it will chug. If I unhook a hard line off the injector will cranking it will drip once with every revolution. Plenty of fuel pressure out of the back side of the filter housing. I really need help

Can you hear your fuel shutoff solenoid at key on?

If you really have good pressure to your ip then either the fuel valve is not opening or your pump has bigger problems
