4r100 pto problem

Is it possible that I can have a worn clutches in the 4r100 trans that would not allow pto to build pressure. I have removed the muncie pto unit and pressurized the pressure port to the proper pressue 55psi which it also had when mounted on the truck. I locks up like it should. The hyd pump is new. the ecm engages pto mode and raises rpm to 1200. But I only build 250 psi then drops to zero deadheading the pump to gauge. Can I have internal slippage in the coast cluthes? The fluid was severly burnt and dark. I dropped fluid and drove and drives and shifts good. The pto gear in trans will turn by hand with pto removed
very little drag felt. Any input will be appeciated.

Hello gabcall. I am pulling my hair out with this exact problem with one of our trucks. Not many people have any answer at this point. We pulled off the Chelsea Pto assy and had it rebuilt. They said nothing was wrong with the hyd pump that operates the dump box. Just wanted to know what the cause of the problem was.
